从20世纪初的鼠疫防控，到2003年SARS疫情、人感染禽流感，再到新型冠状病毒肺炎大流行，中国在应对新发传染病的过程中逐步形成了跨部门联防联控机制。陆家海教授指出，同一健康理念强调人类健康、动物健康与生态环境健康的紧密关联，需要通过跨学科、跨部门、跨区域的协同合作来应对复杂的公共卫生挑战。
报告结合陆家海教授团队二十余年的科研成果，系统介绍了团队在推动同一健康中国实践中的核心贡献。2014年，团队牵头成立了国内首个One Health研究中心，搭建了国际同一健康学术交流与合作平台。团队先后举办了首届中国One Health研究国际论坛、国内首个One Health Workshop，并创办了《One Health Bulletin》国际期刊。在关键技术研发方面，团队建立了传染病监测预警可视化平台，提出了基于人-动物-环境交界面的新发传染病预警关口前移策略。报告全面展现了中国从被动应对传染病暴发到主动构建同一健康监测预警体系的转型历程。

From plague control in the early 20th century, to the SARS outbreak in 2003, avian influenza, and the COVID-19 pandemic, China has gradually developed cross-sectoral joint prevention and control mechanisms in response to emerging infectious diseases. Professor Lu emphasized that the One Health concept recognizes the intrinsic interconnections among human health, animal health, and ecosystem health, requiring multidisciplinary, cross-sectoral, and transregional collaboration to address complex public health challenges.
The presentation integrated over two decades of research achievements from Professor Lu’s team, highlighting their core contributions to advancing One Health practice in China. In 2014, the team established the first One Health research center in China, creating an international platform for academic exchange and collaboration. The team organized the first China One Health International Research Forum, conducted the first One Health Workshop in China, and launched the international journal One Health Bulletin. In terms of key technology development, the team built an infectious disease surveillance and early warning visualization platform and proposed a forward-looking strategy for emerging infectious disease early warning based on the human-animal-environment interface. The report comprehensively illustrated China’s transition from reactive outbreak response to proactive construction of an integrated One Health surveillance and early warning system.
